Resident Evil Outbreak File #2 item help?

That doesn't sound like 2, but maybe it is. If you remember in RE 2, there was a little fence gate outside that led you upstairs to the second floor, this is where Leon encounters the Tyrant. It's that same exact spot if I can remember correctly.
