Does my A/C just need Freon or something else?

I called a lady about a car she has for sale and while telling me about the vehicle she said the A/C works but it doesn't blow through the vents. Can anyone tell me if this means the car needs Freon or if it could be something different? It is a 1995 Mercury Mystique.
