Has John McCain mentioned whether or not he would demand more action from the Iraqi government....?

....if he is elected President he has said he will stay in Iraq, but has he mentioned whether or not he will demand more action from the Iraqi government to form a stable government ready to serve the Iraqi people? I have not heard this but was curious if he has said that our staying in Iraq is contingent on better progress on the political side of things?
